We particularly recommend buying Compliance Verification ESD TR53.

ANSI/ESD S20.20, Packaging ANS/ESD S541, and the Glossary ADV1.0 are available at no charge at http://www.esda.org/keydownloads.html

The only documents that I would reference in your ESD control plan would be ANSI/ESD S20.20, ESD ADV1.0, and Compliance Verification ESD TR53.

See ANSI/ESD S20.20 tables; that is where the required limits are listed for EPA ESD control items. See that there are columns for Product Qualification and Compliance Verification and that the test method for compliance verification is ESD TR53. These are simplified test methods (like using a wrist strap tester) and likely what you do in your factory.

There is no need for you to have or read Product Qualification standards. For example, ANSI/ESD S4.1 is for Worksurfaces. There is no required limits in it. It is primarily a detailed test procedure for independent test labs to test worksurfaces. So if you had a Meteorology Department, they should have a copy and follow its instructions. How to precondition; what size, how many samples, what controlled temperature, what controlled relative humidity. It shows where to place the electrodes. Five different locations so it is not appropriate for testing of installed worksurfaces in the factory.
